Is it true that when I hope to do the will of God, even science and tech aren't always the will of God no matter how good it seems?

 Science is a method more than anything else. That method could be used to explain how God organizes and maintains this universe through natural laws, but more often it’s used just to explain only how the natural laws work. It’s up to the individual how they use it.

Tech is neutral and can be used in God’s service or some other purpose. Again, it’s up to the individual how they use it.

Rupa Goswami has described the principle of using everything in the Lord’s service as yukta-vairagya, and Srila Prabhupada embodied that principle in doing the will of the Lord.

“Obviously the things of this world can be used wonderfully to spread the glories of God and to create a godly society, and a more advanced devotee of the Lord will not be seduced by material paraphernalia but will dutifully and honestly engage it solely for the pleasure of the Lord.” Srila Prabhupada.
