Does God supervise all collective consciousnesses of social beings?

 My understanding from Bhagavad Gita is that material nature supervises the consciousness of living beings and God supervises material nature.

It is understood that the Lord is in the heart of all living beings as our well-wisher but doesn’t interfere with the workings of material nature unless we turn to Him. Only then will He directly supervise us in accordance with our surrender to Him.

So with this view God supervises everyone, but some indirectly and some directly depending on our attitude toward Him.
